Talanoa is the tradition of Pacific island communities talking about difficult issues and finding solutions to common problems together. "Resolution" would be a loose translation of the term.

In the field of climate change policy, 197 countries have adopted the "spirit of Talanoa" as a way of negotiating with each other for the good of the planet.

Talanoa also sounds the bell of urgency, reminding us that in the face of the climate emergency, we have no time to lose.

The Talanoa Institute emerged in Brazil with a focus on improving decision-making and accelerating climate action through a combination of data, science and dialog.

PRINCIPAIS ATIVIDADES:
● Realizar a gestão operacional do Instituto, garantindo o pleno funcionamento das diferentes áreas internas e das atividades desenvolvidas;
● Acompanhar o gerenciamento de projetos do Instituto, garantindo alinhamento com melhores práticas de gestão, transparência e a legislação aplicáveis ao Terceiro Setor;
● Elaborar planos de ação a partir dos objetivos estratégicos da Instituição e assegurar a consistência entre planejamento e execução; ● Gerenciar a equipe de Operações; 
● Planejar, controlar cronogramas e responder pelos resultados perante a Presidência da Talanoa;
● Planejar e controlar cronogramas de tarefas dos funcionários e prestadores de serviço;
● Revisar periodicamente as Políticas institucionais assim como disseminar para a equipe as Políticas e manuais do Instituto;
● Liderar a negociação e gestão de contratos;
● Liderar os processos de gestão de pessoas;
● Apoiar a área de Captação de recursos e parcerias;
● Avaliar detalhadamente a situação financeira da organização e de seus projetos, incluindo, despesas, receitas e ativos;
● Rever planilhas orçamentárias dos projetos, revisar números, fazer checagem de dados, conciliações e valores apresentados em relatórios passados;
● Monitorar a situação financeira da organização regularmente e seus projetos propondo ajustes e melhorias;
● Revisar e acompanhar a documentação da utilização de subsídios e doações, assim como de outros recursos, garantindo conformidade com os requisitos financeiros exigidos;
● Analisar fluxos, processos e procedimentos administrativos-financeiros, identificando possíveis falhas e propondo melhorias pertinentes para eficiência e eficácia dos mesmos;
● Realizar acompanhamento de fluxos financeiros diversos – pagamentos, recebimentos, entre outros analisando possíveis riscos processuais;
● Coordenar o orçamento dos projetos e desenvolver planos orçamentários e estratégicos para potencializar os recursos disponíveis de cada projeto;
● Revisar minuciosamente os contratos no âmbito financeiro, prestação de contas e principalmente criar processos para acompanhamento semanal, mensal e anual dos processos financeiros;
● Acompanhar prazos e cronograma dos projetos;
● Colaborar com as diferentes áreas da organização para entender as necessidades orçamentárias e fornecer orientações;
● Reportar o andamento do trabalho às lideranças da Talanoa de forma clara e tempestiva;
● Comunicação transparente e tempestiva com a organização, por meio do uso dos aplicativos oficiais do Instituto, em especial a ferramenta Slack;
● Participação nas reuniões com a Equipe Talanoa.

PRÉ-REQUISITOS:
● Graduação em Gestão, Administração ou afins;
● Pelo menos 05 (cinco) anos de experiência profissional comprovável em Gestão de Operações no Terceiro Setor;
● Pelo menos 05 (cinco) de experiência em cargos de gerência e liderança;
● Experiência anterior em gestão de pessoas, processos, contratos, área financeira e administrativa;

PRINCIPAIS ATIVIDADES:
Atividade 1: Revisão dos Programas (Country Programmes) que o Brasil já apresentou ao GCF e do pipeline de projetos já apresentados/aprovados envolvendo o país naquele fundo, com vistas a identificar possíveis melhorias, atualizações e mudanças necessárias;

Atividade 2: Avaliação dos diferentes instrumentos financeiros e modalidades de acesso ao GCF, com vistas a identificar oportunidades e o potencial papel do GCF no contexto de apoio à implementação do Plano Clima e da Contribuição Nacionalmente Determinada (NDC), que estão em desenvolvimento;

Atividade 3: Organizar um workshop, no contexto de uma série de workshops organizados pela Talanoa, com foco especial no acesso do Brasil a fundos climáticos internacionais. A consultoria deve propor a programação, a curadoria de convidados e demais elementos, além de realizar a atividade, incluindo convites e organização. Ao final do workshop, espera-se que a consultoria colete e sintetize as informações e apresente um relatório consolidado da atividade.

Atividade 4: Apresentar ao Instituto Talanoa uma proposta sobre como o governo brasileiro deve estruturar o acesso de instituições nacionais, regionais e internacionais aos fundos climáticos internacionais, com vistas a acelerar a implementação do Plano Clima e da NDC.

Produto final: Documento técnico com recomendações ao Ministério da Fazenda, como a Autoridade Nacional Designada (NDA) para o GCF, para a atualização do Programa País do Brasil no GCF, com foco no aproveitamento de todas as oportunidades avaliadas e de tratamento das lacunas de financiamento climático relevantes identificadas.

PRÉ-REQUISITOS:
● A consultoria ou o(a) consultor(a) responsável deve somar pelo menos dez (10) anos de experiência em consultoria profissional comprovável na área de finanças verdes, finanças climáticas e afins;

● A consultoria ou o(a) consultor(a) responsável deve ter experiência prévia com:
   ○ Projetos, programas e políticas climáticas no contexto brasileiro;
   ○ Fundo Verde para o Clima (GCF) (desejável, não obrigatório); e
   ○ Outros mecanismos de financiamento climático;

● A consultoria ou o(a) consultor(a) responsáve deve ter conhecimento comprovável (estudos, relatórios, apresentações, artigos, etc.) acerca de:
   ○ Mecanismos de financiamento para mitigação e adaptação;

● Experiência na atuação em projetos multidisciplinares, em relação com diferentes setores e atores;

- Activity 3: Lead the dialogues and mobilization of strategic players in the climate finance agenda in dialogues and training on a green investment strategy in Brazil;
- Activity 4: Carry out technical and strategic alignments with key ministries on the green finance agenda in Brazil, the Sustainable Finance Commission (GFS) and public financial institutions such as development banks;
- Activity 5: Contribute technical inputs to the development of a recommendation for a new country strategy for the Green Climate Fund (GCF);
- Activity 6: Lead the development of the recommendation for the green investment strategy in Brazil, taking into account the previous Activities;
- Activity 7: Participate in working groups and represent the Talanoa Institute at events and interactions with the press as necessary.

PREREQUISITES:
- At least 05 (five) years of verifiable professional experience in green finance, climate finance and the like;

- Prior knowledge of the financial sector and applicable regulations;
- Prior knowledge of financing mechanisms for mitigation and adaptation;
- Knowledge of successful green financing models and lessons learned;
